The transport sector is a major and growing source of greenhouse gas (GHG) emissions in Latin America. Without action, its share could rise to nearly 50% of national emissions by 2050.
E-Motion builds on the region’s clean electricity mix (hydro, solar, wind) to develop sustainable e-mobility ecosystems at local, national, and regional levels. The program accelerates the transition to electric mobility in Latin America by promoting large-scale deployment of electric buses, taxis, and light commercial vehicles, together with charging infrastructure.
The technical assistance component of the programme is part of the Mobilize Net-Zero initiative under the International Climate Initiative (IKI) of the German government.

The technical assistance component, led by GIZ as part of the Mobilize Net-Zero initiative, strengthens the enabling environment for e-mobility by supporting policy frameworks, capacity development, and knowledge exchange. Activities include the design of regulatory and financial instruments, training for public and private stakeholders, and the piloting of innovative business models.
A dedicated gender action plan (GAP) ensures that women are actively included in decision-making processes, capacity-building opportunities, and the design of mobility solutions, promoting a just and inclusive transition. By fostering collaboration across countries and institutions, E-Motion lays the groundwork for large-scale deployment of electric buses and other sustainable transport solutions, contributing to national climate goals and regional decarbonization pathways.
