Opportunities and pathways to decarbonize China’s transportation sector during the fourteenth Five-Year Plan period and beyond

This ICCT report evaluates China’s transportation sector’s potential to reduce greenhouse gas emissions during the 14th Five-Year Plan (2021–2025) and outlines strategies for achieving carbon neutrality by 2060. Using advanced emission modelling, the study compares the impacts of current policies with more ambitious scenarios.

The analysis reveals that without enhanced mitigation efforts, emissions from transportation are projected to rise significantly. In contrast, a “High Ambition” policy scenario could reduce emissions by over 10% by 2025 compared to 2020 levels and by 70–80% by 2050. Key recommendations include implementing stringent vehicle emission standards, promoting zero-emission vehicles, establishing zero-emission zones, and expanding charging infrastructure. The report emphasizes the need for robust policy leadership to align with China’s long-term climate objectives.
