This policy brief sets out China’s vision for a modern, efficient, and integrated national transportation system by 2035, with full implementation targeted for 2050. It emphasises the creation of a “three-dimensional” network, covering land, sea, and air, connecting all regions through coordinated, multimodal infrastructure. The plan focuses on enhancing connectivity, supporting regional development, reducing congestion, and enabling high-quality growth through smarter, greener, and more resilient transport systems.
The framework builds upon the Outline for Building China’s Strength in Transport, which was released on 19 September 2019 and is fully aligned with the goals of the 14th Five-Year Plan (2021-2025) and the Long-Range Objectives Through 2035, as well as other relevant policies, roadmaps, and targets.
