Is Transport on Track for 1.5°C?

Insights from the new Nationally Determined Contributions (NDCs)

This report by GIZ and SLOCAT assesses how transport features in the latest round of Nationally Determined Contributions (NDCs), covering 128 NDCs submitted by 1 September 2026. Based on the NDC Transport Tracker, it finds that transport has never been more present in national climate plans, yet the targets rarely sit where the emissions are, and the current level of ambition remains far from the 1.5°C goal of the Paris Agreement. Countries increasingly rely on electric mobility and vehicle efficiency, but often without saying how these actions will be delivered, while avoiding trips and shifting to public transport, rail, walking and cycling remain underrepresented. Freight, aviation, shipping and informal transport continue to be blind spots, and adaptation focuses mainly on making infrastructure more resilient rather than preparing transport systems to respond to extreme weather. The report calls for clearer transport targets, a better balance between technology and system change, more climate finance and stronger international cooperation.
