This report by GIZ and SLOCAT evaluates the integration of transport within the latest round of Nationally Determined Contributions (NDCs) to meet global climate goals. Utilising the NDC Transport Tracker, the analysis highlights a significant shift toward electric mobility and vehicle efficiency, though it identifies critical “blind spots” in areas like freight, aviation, shipping and informal transport. While many countries are setting emission reduction targets, the current level of ambition remains insufficient to align with the 1.5°C goal under the Paris Agreement. The report also identifies the urgent need for increased climate finance and enhanced infrastructure resilience to protect global mobility systems from extreme weather. The report calls for stronger international cooperation and a better balance between technological improvements and shifts toward public transport, intercity rail, walking and cycling.
