Presently, the transport sector contributes to nearly one-fourth of the global carbon dioxide emissions and it would be over one-third in the absence of mitigation measures. In India, nearly 15% of the carbon dioxide emissions is contributed by the transport sector which is heavily dependent on fossil fuels. The key to reduce air pollution caused by internal combustion engine (ICE) vehicles is to adopt green mobility. One of the most popular alternatives are electric vehicles (EVs) as E-mobility is a deep confluence between the transport and power sector. India has set an ambitious target of reaching 175 GW renewable energy by 2022 and it is indeed progressing in the right direction to increase the share of RE power in the total energy mix.
To share global knowledge on green mobility, the Digital Library on Green Mobility (DLGM) was virtually launched on November 2nd, 2020 in the presence of dignitaries: Mr M. Vijay Kumar, Joint Adviser, Transport, NITI Aayog, Dr Winfried Damm, Head of Indo-German Energy Programme, GIZ, Dr. Ajay Mathur, DG, TERI and Mr Amit Kumar, Senior Director, TERI. The participants agreed on the importance of DLGM as a timely intervention for the transition in the transport sector, plagued by the burden of oil imports and GHG emissions and their adverse effects on the economy and the health of the urban population.

During the launch event, TERI demonstrated on how to easily access the DLGM portal and utilise the rich database on green mobility. It caters to diverse set of stakeholders such as government ministries, departments and agencies, Civil Society Organisations, research community, industry, businesses houses, consultants, etc. using information posted in the DLGM website, opening communication channels by organising a few subject specific webinars, and publishing electronic newsletter. DLGM will develop and maintain a set of searchable databases and links to various stakeholder organisations, accessible through different devices such as PCs, mobile phones, and tablets. One of the key components of this portal is allowing the stakeholders to share relevant resources which can be uploaded on the website. The portal will keep expanding in terms of resources and a dedicated section on market information on commercial models of EVs and EV chargers, information on DISCOMs in India, directory of different EV companies, service providers, location of charging stations, etc. will be added in the near future.
Dr Winfried Damm emphasised the need for a platform such as DLGM, where one gets all the latest information, discussions, studies and experiences on green mobility. He encouraged everyone to share their contribution on this topic to make DLGM „the platform“ for green mobility in India. He expressed his delight in sharing this worldwide knowledge with India and he also added that this was a unique platform which was one of its kind in the world. While many states in India are vying to emerge as the EV capital of India, this platform would help them and anyone to understand the latest status of green mobility. Mr. Vijay Kumar reiterated the importance of one-stop information available on DLGM, which would greatly help stakeholders such as government officials and businessmen to take prompt action.
DLGM has been developed under the Nationally Determined Contribution – Transport Initiative for Asia (NDC-TIA), which is a regional initiative funded by the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The content of the portal is the result of collaborative effort of GIZ and TERI.
