This paper informs about the necessary “readiness” conditions for accessing and receiving climate finance in the transport sector and major barriers involved. A country is described as “ready” to receive climate finance, when it is capable of planning for, accessing and operationalising finance as well as monitoring and reporting on impacts. Thus, it serves as a briefing for national and local decision-makers in developing countries who are responsible for low-carbon transport policy design and implementation.
