Roger Williams Moscol Moncada

Position: Technical Advisor
Location: Peru, Lima

I am a Transportation Engineer with a Master of Science in Transportation from the Universidad Nacional de Ingeniería and a Master’s in Transport Simulation Modelling from the Universidad Pablo de Olavide.

I began my career conducting traffic studies, demand modelling, and microsimulation at consulting firms, and later at the Autonomous Authority of the Electric Train of Lima and Callao, where I participated in planning and demand studies for Lines 1 and 2 of the Lima Metro. I subsequently joined TÁRYET Transport Engineering, where I led projects related to transport planning.

Since July 2019, I have been part of GIZ as a Technical Advisor in Transport, working in coordination with national authorities, local governments, and regional cooperation partners. During this period, I have provided technical assistance in Integrated Transport Systems, Sustainable Urban Mobility Plans (SUMPs), GHG emission inventories, MRV systems, and electromobility, as well as developing reference guides and methodologies for the Peruvian public sector.

I am currently part of the E-Motion programme team, a joint initiative of the French Development Agency (AFD) and the Green Climate Fund (GCF), aimed at supporting the electrification of public bus transport fleets in seven Latin American countries.
