Marcela Neira Medina

Position: Technical Advisor
Location: Colombia, Bogotá

Motivated by improving quality of life and promoting sustainable urban development, I have rejoined the German Development Cooperation (GIZ) as a Technical Advisor and Focal Point for Colombia within the regional program “E-Motion: E-Mobility and Low Carbon Transportation.” Through this initiative, we aim to accelerate Latin America’s transition to electric mobility by developing large-scale ecosystems and reducing emissions through public transport deployment, technical assistance, and financial support.

I hold a background in Civil Engineering and Transportation from Universidad de los Andes (Bogotá) and in Management from Internationale Hochschule (Berlin). I bring over 13 years of experience in mobility, project management, and sustainable urban development, having implemented policies and projects of public transport, active mobility, road safety, and accessibility. My career spans roles in academia (Colombia and Chile), the private sector as a consultant and entrepreneur, and the public sector, where I served as Director of Traffic Engineering and Deputy Director of Public Transport at Bogotá’s Secretariat of Mobility. Previously, I also advised GIZ’s Promotion of Inclusive and Sustainable Urban Mobility (ProMOVIS) program and the City Climate Finance Gap Fund.
