Policies for Sustainable Accessibility and Mobility in Urban Areas of Africa

This is a policy paper that gives an overview of trending accessibility and mobility issues faced across 20 African urban areas. It delivers a conceptual framework and a set of policy recommendations for improving mobility conditions, both of which can be taken on board measure selection during phase 3 of the SUMP process. The paper includes international experiences and lessons that African cities can adopt for various priorities such as: improving governance frameworks, making transport systems more efficient, mitigating negative impacts, externalities of transport, and overcoming identified barriers to accessible sustainable urban mobility. Barriers of these priorities which should addressed are summarized as follows:

  • transport governance: organization, human resources, financing, and land use
  • the transport system itself: public space, transport services and infrastructure
  • transport impacts and externalities: road safety, environmental quality and resources, travel cost and time for users i.a. affordability and inclusiveness.
