Electrification Strategy for Three-wheelers in Surat

This report is a knowledge product developed under the Promotion of Transformation to Sustainable and Climate-friendly E-mobility initiative of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).

It presents a comprehensive strategy for electrifying Surat’s Intermediate Public Transport (IPT) system, which is primarily served by over 51,000 CNG-powered auto-rickshaws.

Despite being a key mobility mode, accounting for nearly 17% of motorised trips in the city, the electric three-wheeler (e-3W) adoption in Surat remains low. The report analyses operational, financial, and behavioural barriers to e-3W uptake, drawing insights from extensive field surveys and stakeholder consultations.

It also evaluates cost dynamics, revealing that e-3Ws have up to 40% lower Total Cost of Ownership (TCO) compared to CNG autos. The major challenge faced by drivers includes limited charging infrastructure, financing challenges, and lack of awareness. The sensitisation and awareness workshop for auto drivers has also been conducted to steer into an electric future together.

The strategy proposes policy interventions, improved access to formal credit, awareness programmes, and targeted infrastructure planning. Special focus is given to women-led initiatives like the “Pink Auto” scheme.

By enabling a phased, inclusive transition to e-3Ws, Surat can reduce emissions, improve driver livelihoods, and advance its climate and mobility goals in line with India’s broader EV vision.
