Thai-German Cooperation on Energy, Mobility, and Climate (TGC-EMC)

The Thai-German Cooperation on Energy, Mobility, and Climate (TGC EMC) project supports Thailand’s transition toward a low-carbon economy in line with its commitment to achieving carbon neutrality by 2050 and net-zero emissions by 2065. The project focuses on accelerating decarbonisation across the key sectors of energy, transport, industry, and biomass through an integrated and cross-sectoral approach.

TGC EMC works to strengthen technical knowledge, enabling stakeholders to adopt innovative solutions such as renewable energy integration, smart grid development, electric mobility, and energy efficiency in industry. In parallel, the project provides policy and regulatory support to improve market conditions and accelerate the transition toward sustainable energy systems. The project works across five components: renewable energy, transport, decarnoisation in industry, biomass and climate finance

Objective

In its transport component, the project aims to improve framework conditions for enhancing EV investment, electrifying public transport fleets, and advancing sharing business models. This includes enhancing policies, regulations, incentive schemes, knowledge, awareness, technology, and innovation.

Through multi-stakeholder collaboration including government agencies, private sector actors, academia, and civil society TGC EMC fosters inclusive dialogue and coordinated action to drive Thailand’s energy transition and climate resilience.

Key Activities

1. Technical Knowledge and Capacity Development

  • Assess and promote technology options for decarbonising power, transport, and industry sectors
  • Support renewable energy integration, smart grid development, and sector coupling
  • Build capacity of stakeholders through trainings, including Measurement, Reporting, and Verification (MRV) systems
  • Enhance knowledge on energy efficiency and biomass-to-energy solutions

2. Policy and Regulatory Support

  • Provide recommendations to strengthen policies, regulations, and market frameworks
  • Support the development of enabling environments for renewable energy and electric mobility
  • Improve incentive schemes and regulatory mechanisms for low-carbon investments
  • Facilitate stakeholder dialogue platforms to inform evidence-based decision-making

3. Pilot Solutions and City Lab Implementation

  • Design and implement pilot projects in real-life urban settings (“City Lab”)
  • Demonstrate innovative cross-sector solutions linking energy, transport, industry, and agriculture
  • Test and validate technical guidelines and business models
  • Generate scalable and replicable best practices for nationwide application

4. Climate Finance and Investment Facilitation

  • Establish and operationalise the Thai Climate Initiative (ThaiCI) as a national financing mechanism
  • Provide seed funding for local climate mitigation and adaptation projects
  • Strengthen capacities of stakeholders to access and manage climate finance
  • Mobilise additional domestic and international funding for climate action
