The SUMPs-Up Starter Manual uses a 4-step approach to help users contextualize types of different measures for first SUMPs. Its approach rests on a template to grade measures for determining the most effective measures and guides planners towards gaining approval for selected measures. Most valuably, the manual also assembles a list of 140 measure-examples that are organized in 25 categories for easy reading. The summarized list can be used when generating measure packages for inspiration or for verifying a logical grouping of measures.
A caveat should be mentioned that the manual is based on the experience made in various EU projects and offers examples from European cities. Many underlying principles resulting from this analysis can easily be adapted to the context of cities in developing and transitioning countries
